What is 3CX?

3CX is the City of Escondido's unified communication platform introduced in June 2021. The platform offers traditional voice dial tone via desk, soft, and mobile phones; video and audio conferencing; webinars; chat, including live chat via the city's website. On this page, you will find instructional information on how to use the platform and its many features, in addition to the many short videos and documents here we also provide in-person training.

SNOM Desk Phone

  • Customized 1-minute training clips. Click the blue-button below.
  • Answering Calls:
    • When ringing picking up the handset will answer the incoming call.
    • pressing the speaker/ headset button will answer the incoming call
    • pressing the and keys will answer and end calls. This is especially useful for call waiting.
  • Identifying Calls:
    • Calls are identified via caller ID
    • Calls from public numbers or menu transfers have a name identifier prepended to the caller ID. No longer will calls be identified by line keys. Click Here to learn more about this change.
  • Voicemail
    • To access voicemail you can press the "retrieve" button or dial 9999.
    • By default, you will receive voicemail to e-mail. A copy of the voicemail will also be stored on the phone system for 30 days and the "retrieve" light will be light up.

The 3CX Desktop App & Softphone

  • Log in to the Web Client:
  • Activate the 3CX App:
    • The 3CX App is preinstalled on your work computer.
    • Log in to the Web Client
    • Click the button within the 3CX webclient and then click provision on the pop-up

Web / Audio Conferencing

  • Create an ad-hoc conference:
    • Open the Web Client and click on “WebMeeting”.
    • Allow WebMeeting to access your camera and microphone and click “Join Now”.
    • Click on the participants' button to invite by email or get your shareable meeting room link.
  • Schedule a Conference:
    • Open the Web Client and click “Schedule Conference”.
    • Select the type of conference; “Audio” or “Video”, then select “Later” and enter the date and time of the conference.
    • Fill in the details, select “Desktop Outlook (.ICS)" click “Create Meeting”. The link shown in the 3CX web client is for the meeting organizer ONLY.
    • Download the calendar item, open it with outlook and add your meeting participants. The participant links and dial-in numbers are all within this file.
    • Tip: for reoccurring meetings you can schedule the 3CX date in a year in the future then modify the downloaded ICS file to be reoccurring.
  • Turn any call into a conference:
    • During the call, select “Conference” in the Web Client call pop-up, browser extension, or app call screen.
    • Search by name or extension, or add a phone number.
    • Select your participant/s and they will be automatically dialed.
